Hessel and Aluise, P.C. concentrates its practice on affordable housing and real estate with particular emphasis on federally subsidized and financed multifamily properties. Our lawyers are closely involved with affordable housing transactions and related management and administrative enforcement issues on a daily basis, and have extensive experience in associated areas of real estate finance and dispute resolution. Our unique focus on multifamily affordable housing means that we are well-versed in the laws, regulations, and policies affecting our clients’ operations and transactions today, and are well-positioned to anticipate and advise on the changing regulatory landscape and to help shape the policies likely to affect our clients and the industry in the future.

We work with a national roster of for-profit and non-profit owners and developers of all sizes, lenders, housing authorities, and government entities.  We assist in structuring transactions and in navigating the maze of federal requirements inherent in federally insured financing, use restrictions, and rental subsidies. We also are versed in state and local use restrictions and preservation laws, and have particular experience with these laws in the District of Columbia. We work closely with our clients to offer practical advice consistent with the client’s goals and to obtain the federal regulatory approvals required to achieve those goals. We also counsel clients on a regular basis in evaluating options for repositioning affordable assets. On an ongoing basis, or after a transaction has closed, we advise on day-to-day operations and compliance with HUD and federal regulations and, when required, handle administrative enforcement and litigation matters that may arise in connection with the ownership and management of regulated and subsidized properties. Given the breadth of experience of our attorneys, we also provide legal and business counseling in such areas as real estate finance (including residential, commercial, and health care facilities), partnership and business association matters, legislative services, construction law, fair housing matters, dispute resolution, litigation, and litigation support. 

Building on their particular expertise in working with participants in the field of affordable and low income housing, as well as their extensive experience as practicing attorneys in several related fields, Arthur R. Hessel and Timothy J. Aluise founded the Firm in 1991 to focus on the dynamic world of affordable and low income housing. In 2001, Kristin M. Neun became a principal of the firm. Lisa A. Tunick became a principal in 2007. The Firm currently has more than ten lawyers concentrating in various aspects of affordable housing and related practice areas.
