Timothy J. Aluise
Mr. Aluise has practiced in the field of affordable housing since 1980. His clients span the spectrum of active players in the multifamily industry: both for profit and nonprofit developers, FHA, Fannie and Freddie Mac lenders, national banks, community development corporations, state and local housing finance agencies, public housing authorities, tenant associations, tax credit investors and Wall Street underwriters. His practice is on a national basis and he is often involved as special HUD counsel in sophisticated transactions.
Through over 26 years of practice, Mr. Aluise has been involved in every major multifamily HUD program, often playing a formative role in protecting his client’s interests as the programs are developed and helping clients develop strategic business plans to maximize the profit potential of the federal programs. Such programs include FHA multifamily loan insurance transactions, Section 8 (project based and vouchers), HUD subsidized mortgages (i.e. Sections 236, 221(d)(3)), housing preservation programs including ELIPHA, LIHPRHA, Mark-to-Market and the 236 decoupling program, and regulatory transfers and tax exempt bond and tax credit transactions with HUD federal subsidy involvement.
Mr. Aluise has served as a columnist for several real estate publications, speaks widely in the field, and has participated as a member of several national and local housing policy task forces. He also has served as chairman of the board of a nonprofit multifamily housing developer in Washington, D.C. Mr. Aluise is a member of the Real Estate, Probate and Trust Section and the Forum on Affordable Housing and Community Development Law of the American Bar Association and has been the chair of the Assisted Housing Practice Division of the Forum for the American Bar Association. Mr. Aluise has also served on the Multifamily Steering Committee of the Mortgage Bankers Association and is a Trustee of the National Housing Conference. Mr. Aluise is a graduate of Georgetown University and University of Notre Dame Law School. Mr. Aluise is admitted to the Bar of the District of Columbia.
