Marie Callan
Ms. Callan represents for-profit and nonprofit owners, developers and lenders in connection with a range of multifamily affordable housing programs and transactions. Ms. Callan’s practice involves obtaining regulatory approvals to transfer subsidized and use-restricted properties, negotiating and closing FHA insured loan financings, tax credit financings, bond financings and HUD Section 236 decouplings.
Prior to joining the firm in March, 2007, Ms. Callan practiced in Washington D.C. with the law firm of Ballard Spahr Andrews & Ingersoll. LLP, with the public finance department and the housing group. She has served as bond counsel, counsel to multifamily housing developers, credit enhancers, underwriters, trustees and state and local agencies. Ms. Callan has experience with general obligation bond financings; tax exempt and taxable revenue bond financings; tax increment financing, and with interest rate caps and swaps and securitizations. She has experience with multi-tiered financing transactions including bond mortgage loans, HUD mortgage insurance and interest reduction payments, mezzanine financing, other forms of subordinate debt and grants.
Ms. Callan received her juris doctor, cum laude, from Catholic University of America, Columbus School of Law in 2002 where she served as lead articles editor of the Journal of Contemporary Health Law and Policy. She has a B.A. degree in Economics, 1979, from the University of Maryland.
Ms. Callan is admitted to practice law in the District of Columbia and Maryland and is an active member of the National Association of Bond Lawyers and the American Society of Association Executives.
