Lisa A. Tunick
Ms. Tunick became a principal of the firm in January 2007, and has practiced in the field of affordable housing for more than ten years. Ms. Tunick’s national practice includes representing for-profit and nonprofit owners and managers of affordable housing developments in connection with regulatory compliance and administrative enforcement issues. Her practice encompasses a number of regulatory matters and venues, including the following:
- HUD Departmental Enforcement Center (DEC) representation includes advising on DEC referrals regarding HUD review and analysis of audited financial statements and comprehensive portfolio reviews.
- Real Estate Assessment Center (REAC) dealings, spanning physical condition inspections and appeals as well as REAC review of audited financial statements.
- Multifamily Participation Review (MPR) Committee and HUD-2530 matters, including representation before the MPR Committee and advising on HUD-2530 matters and the Active Partners Performance System (APPS), HUD’s electronic 2530 processing system.
- Office of Inspector General (OIG), including representation of clients audited by the OIG.
- Office of Fair Housing and Equal Opportunity, including advising on fair housing matters and lead-based paint compliance issues.
- Interfacing with project-based Section 8 contract administrators and advising owners and managers on numerous HUD occupancy and operational matters whether from the perspective of owner or management agent.
- State housing finance agencies matters, including navigating specific state agency requirements and regulations.
- Advising on Rural Development requirements with respect to Rural Housing Service programs.
Ms. Tunick also handles general Section 8 and FHA matters affecting project owners and management agents, both large and small.
Ms. Tunick speaks regularly before national affordable housing organizations and the American Bar Association regarding HUD regulatory and enforcement matters. Her article entitled “Navigating Recent Challenges in the Regulation of Affordable Housing by the Office of Multifamily Housing, U.S. Department of Housing and Urban Development” was published in the Spring 2007 in Volume XXVI, Number I of the Saint Louis University Public Law Review as part of its symposium devoted to creating healthy communities and combating homelessness.
Prior to joining the firm in June 2003, Ms. Tunick was a sole practitioner from 1999 to 2003, focusing on the areas of real estate, zoning, construction, small business matters, and estate planning. From 1995 until 1997, Ms. Tunick served as an Attorney Advisor in the Assisted Housing Division of the Office of General Counsel for the U.S. Department of Housing and Urban Development. While at HUD, Ms. Tunick worked on numerous multifamily matters, including public housing, Section 8, and bond refunding concerns. In addition, Ms. Tunick was lead attorney overseeing the “One Strike” initiative, intended to remove drug- and alcohol-addicted persons from public and assisted housing.
Ms. Tunick received her B.A. in Economics from the University of Rochester, and graduated cum laude from St. Louis University School of Law where she served as Editor-in-Chief of the Public Law Review. Ms. Tunick is admitted to the Bars of Maryland and the District of Columbia.
