Arthur R. Hessel
Mr. Hessel is a founding member of Hessel and Aluise, P.C. He represents numerous clients whose real estate activities involve federal, state and local governmental bodies. He provides transactional services for these clients, as well as representing them in direct communications with governmental officials on a variety of matters. In addition to his transactional and administrative work, Mr. Hessel has considerable experience working in the dispute settlement area, including participating in arbitrations, administrative enforcement proceedings and litigation.
Mr. Hessel’s practice has always centered on real estate law and on matters involving government-assisted housing and development programs. Before becoming a practicing attorney, Mr. Hessel worked both for a local urban development agency in St. Louis, Missouri and for the United States Department of Housing and Urban Development.
Mr. Hessel speaks widely on matters involving government assisted real estate programs, and has published numerous articles in the field. He has been active in professional organizations and is a past president of the National Leased Housing Association, and a director of the National Housing and Rehabilitation Association. He is a member emeritus of the Board of Advisors of the Housing and Development Reporter, and has advised the “Assisted Housing Financial Management Insider.” He has chaired the Government Real Estate Programs Committee of the Real Estate, Probate and Trust Section of the American Bar Association, and served as a member of the Governing Committee of the ABA's Forum Committee on Affordable Housing and Community Development Law. He serves as a Vice Chair of the Housing and Urban Development Committee of the ABA’s Section on Administrative Law. He has written a regular column for the Forum Committee's quarterly journal and served on its editorial board.
Mr. Hessel has practiced law in the Washington, D.C. area since 1972. Prior to founding Hessel and Aluise, P.C. in June of 1991, he was a partner at Kelley Drye & Warren, a New York based law firm. Until 1989, he was a member of Lane and Edson, P.C., a District of Columbia professional corporation, which had offices in Washington, New York and Los Angeles.
A native of St. Louis, Mr. Hessel is a magna cum laude graduate of Harvard College, concentrating in history and Russian history. He has a law degree from the Yale Law School, and was a HUD Fellow at the Washington University School of Law. Mr. Hessel is admitted to the Bar of the District of Columbia.
